Dive at ocean bubbles
Once you can reach and dive in the sea, swim to a bubbling patch and interact with it. In a release-week Steam discussion, one player reported finding Seafloor Sand in the sea by Newcomer Beach after several attempts; other replies discussed the sea near the shell shop. Those are player reports about areas, not a guaranteed drop at a particular bubble.
Check access and the interaction
A player-authored plant guide says diving unlocks during the Seaflower Festival on the last day of spring; it does not give the exact Wetsuit handoff. A PC player reported Space working at a diving spot. Eastshade's version 1.03 notes fixed Seaflower Festival spots that had only responded to Space; the 1.09 note about switching controller and keyboard or mouse specifically names fishing, so it does not establish a new diving binding. NoobFeed says that after swimming and diving are unlocked a Wetsuit need not be worn.
Repeat dives and keep the sand you need
Eastshade made Seafloor Sand more common in version 1.02, without publishing a drop rate in that note. Try additional ocean bubbles if the first attempts yield other items. Weki's 1.08b-labeled item table lists the sand for Fisherman's Brew, a Briar Fox Habitat and a Merfolk Fountain; it is an ingredient rather than ordinary beach scenery.
